After reading our rules and guidelines, please complete the form to be considered for the spay/neuter voucher program.

Service Area

PALS assists pets living in Central Texas, with primary focus on Hays County. Assistance for residents of Caldwell, Guadalupe, and Comal counties is available as funding permits. The majority of our funding comes from Hays County and the City of San Marcos.

If you do not qualify for a voucher, you may still use our services at low cost. Please visit our Low-Cost Sign-up.

Who Qualifies

Eligibility includes: low-income, unemployed, medical hardship, Medicaid/SNAP/SSI recipients, TEXCAP income guidelines, veterans/active duty military, and students.

  • Dogs and cats only — we do not assist with rabbits
  • No vouchers for animals in a shelter or part of a rescue group
  • Individuals who have taken in a stray may apply — pet must be in your care
  • Limited assistance available for community cats (free-roaming/unsocialized) — see our TNR page

💰 Voucher Processing Fees

Cats: $10  |  Dogs: $25

Approved vouchers cover spay/neuter surgery + free microchip with lifetime registration. 5 vouchers per family per year.

Rules — Please Read Before Applying

  1. Pick an appointment time first, then wait for voucher approval before bringing your pet in. Approved vouchers cover surgery + free microchip; processing fee still applies ($10 cats / $25 dogs).
  2. Apply under the full legal name of the person bringing the pet to the vet. Use this exact name in all correspondence — if you give a different name, we have no way to locate your application.
  3. If approved, you'll receive an email confirmation. If not approved, you'll receive an email explaining why along with other low-cost options.
  4. Minimum ages: Cats must be at least 3 months old or weigh at least 2.5 lbs. Dogs must be at least 4–5 months old.
  5. Your pet must have a current Rabies vaccination, or one will be required the day of surgery. Rabies vaccinations are NOT covered by PALS and are the owner's responsibility.
  6. Clients are responsible for any additional costs (add-on procedures, unusual anesthesia, extra vaccinations chosen at time of surgery).
  7. PALS veterinarians make all medical determinations about whether surgery is safe. Factors include age, health, condition, aggression, and other risks.
  8. Vouchers are redeemed at the PALS clinic: 8401 Ranch Road 12, San Marcos, TX 78666.

*Spay/neuter for unowned, stray, or unsocialized cats varies based on funding and clinic space. Pet must be owned and voucher requested by the owner. 5 voucher/family/year policy.
